I have multiple dashboards for different environments. I want to store them in respective folders and create a Hierarchy so that individuals can go and have look. Can we create custom folder from Splunk Web?

Not sure if this is what you actually mean, but you can create an app with a navigation to directly access (and logically group) your dashboards. You can do this directly from splunk web, but it will involve editing xml (which is pretty easy though). See here for docs.
