I was having this issue going from 9.0.4.1 to 9.1.0.1 and had to go to PowerShell and run msiexec.exe /f  splunk-9.0.4.1 this repaired whatever was wrong with the current install to allow me to run msiexec.exe /i splunk-9.1.0.1    Hope this helps. ... View more
