Splunk Power user training for veterans

As of 3/3/18, is the Free Splunk Power user training for veterans still available? If it is, how do I sign up?

I am not sure if something has changed, but using the link listed in answers, I get to the page, try to sign up and it still wants to charge me 2 grand.

Google says it's veterans.splunk.com.
