Why does this CSS code work when it's put directly in a dashboard but not with an external sheet?

Hello!

The CSS code below works when I put it directly in my dashboard but not with an external sheet.

I call the sheet like this:

What is wrong please?

Where have you stored the external stylesheet?

What path in appserver is the file stored?

If you inspect the page, are there any indications that it can't find the stylesheet?

the path is etc/apps/MyApp/appserver/static/timepicker.css

If I inspect the page, it opens the css stylesheet correctly
