Hi

my client has Splunk cloud and wants to know in which country he is storing the logs

https://my_client_name.splunkcloud.com/

if I ping that URL that will resolve an IP

and if I do a Whois I can know from which country the IP is

In that order of ideas, can I tell you that the logs are stored in that region or country?

When the client signed up for Splunk Cloud, they chose where the cloud provider would be.  That does not change so is the definitive answer to the question.

The URL is for search heads, which, of course, don't store any data.  Of course, they'll most likely be the in same region.
