do we have a method to force an appdynamics Java agent to release the license rather than restarting the agent

You can manually delete them out of the GUI if you have the correct permissions:

Click on the cog wheel in the top right-hand corner > AppDynamics Agents > Highlight the one you want and then click Delete.
