Smart Agents

I have been looking into Smart Agents to simplify Agent management and our Applications run in Microsoft Windows. Looking at the documentation a smart agent installable is not available for Windows? I am surprised given its widespread installed base. 

Please correct me if I am wrong and would like to know more about this.
