Splunk Folder Permissions keep getting reset in Windows

I am running Splunk on a Windows server and need to access it remotely via a network share that was set up with the proper NTFS permissions. Every time Splunk restarts or the deployment server pushes config down, those files and folders get their permissions reset to none.

I want the ability to edit all files in the Splunk folder remotely since I cannot log in to the server.

there used to be a bug in 4.1.x which matches your description, see this answer.
