Power User Test - Can I take it without getting the User Certification?

Can I take the Power User Exam without getting the User Certification? I see a few answers online but nothing firm from Splunk. Pearson VUE seems to let me schedule it but it is also letting me schedule Admin.

Yes, You are right you can attend power user exam without giving user exam. user exam is optional for power user. you can refer to following URL.

regrading your second question that you are able to schedule  admin exam.
can you share the screenshot of pearson pre apporved exam list.

I assume you are seeing 

Enterprise Security Admin  exam  Not the Enterprise Admin

for premium apps like Enterprise security,ITSI and SOAR, there are no Prerequisite Certifications.

You were correct regarding the Admin authorization - it is actually for SPLK-3001 - Splunk Enterprise Security Certified Admin.
