How would you move all the current ldap users information, user roles, password, etc and create a local account for them instead?

You could create a local account with the same username. The local account bypasses LDAP account.

how do i achieve the reverse? i have a local account running jobs. i created an AD account with the same name; can i move the local account to AD? (since they have the same name, it should make things more seamless)
my concern is the jobs the local account is running may fail. please advise.

You could delete the local account to make the AD account active.
