I'd like to set a custom banner to notify users of outages, for example, a single indexer is down and OPS is working on it. Can I do this?

I just stumbled upon Bulletin Messages which is exactly what I was looking for.

Manager » User interface » Bulletin Messages » Add new

Its obvious how to use it -- just curious why this was not documented. (I searched docs for "bulletin messages" which returned nothing.)
