Can I get an assistance on the command to update mmdb in my environment for a particular state.

There is no command for that.  Updating the database requires downloading the new file from maxmind.com and replacing it in all of your Splunk instances.  The file location is $SPLUNK_HOME/share/GeoLite2-City.mmdb.  One file applies to the whole world - there is no state-by-state update.
