As far as I can see, there's no dedicated Twitter Add-On on Splunkbase so it's not as easy as just installing and configuring appropriate App (there is one twitter-related app but it's 3 years old and not very actively maintained so I wouldn't put too much hope in it).

You can use Twitter API https://developer.twitter.com/en/docs to develop your own modular input.
