what is the difference between two types of restart ?
1) Settings -> Server controls
2) /opt/splunk/bin/splunk start

There is no difference assuming you mean restart instead of start. You can't start via the GUI since the GUI would not be up.

/opt/splunk/bin/splunk restart

Alternative option, via the Web GUI:

Settings -> Server controls
