hello, I have a csv file which contain a scan result from another program,I wan to creat a dashboard for this report on splunk ,could you please provide me hints how to do that. thanks.
You can index the CSV file like any other, and use the data to power your search.

Talk to your Splunk administrators then.
An alternative way to get data for a search would be to upload the CSV as a lookup file, not sure if you have permissions for that though.
It's a good idea,but i'm a simple user i dont have permission to import data into splunk
