I am trying to change the font-size for the dashboard labels and panel titles.

@pagnihot - By adding CSS to your dashboard.

How to add CSS to your dashboard:

<dashboard stylesheet="my_styles.css" version="1.1">

Example style where I made panel titles bold:

.dashboard-row .dashboard-panel h2.panel-title {
    font-weight: bold;
}

I hope this example helps you to achieve what you want.
