Creating Custom Themes

Hello, are there any resources available that provide some structured process for manipulating or creating a personalized look-and-feel for the Splunk User Interface (UI)? Is this possible to achieve? I have seen relatable questions that have gone unanswered, some with timestamps two weeks ago. I would like to provide potential stakeholders with options to pursue this utilizing Enterprise licenses of Splunk.
