How to create a dashboard with my own customized UI using Html

1) I already have an HTML UI design which was created by using CSS, JS, and Bootstrap.
2) I want to implement this same UI design as a dashboard.
3) The UI has a button like Red and Green. The button color changes based on a threshold
4) Also, I need to create drilldown options in my dashboard.

5) I want to create an HTML dashboard using Splunk with this same UI design and I need to know where to implement my CSS, JS, and Bootstrap files in Splunk.
