how to remove the missing forwarders error. What troubleshooting is required in such cases.

I have created an index A for server X and I have done all the required setting in the inputs.conf file of server X. I have checked that logs are monitored by Splunk through "Splunk list monitor" command but logs are not reaching to index.
What can be done?

I have 3 pools in the production environment.I want to increase the licence of the one pool, by reducing the licence from other pool
can this be done in the production hours?
