When upgrading from Splunk Enterprise 6.2.2 to 6.2.5, one no longer sees the license slave on the license master. Tried copying the encrypted "pass4SymmKey" value in etc/system/local/server.conf from license master to license slave (indexer), and restarting both Splunk instances, however this did not resolve the issue and the error remains.
