AFAIK, there is no way to do this in Simple XML. I have two ideas:

1 - Look for custom visualizations on Splunk Base: http://apps.splunk.com. You probably won't find anything for a scrolled bar chart, but you will find a lot of examples. Building your own custom visualization might be a lot of work IMO, but very reusable.

2 - Convert your dashboard to HTML, then find some way to frame the chart so it can be scrolled. I don't know any HTML code/library/component that can do this, but I am sure there is one somewhere. Again, this would probably be a lot of work.
