Is there an option in Splunk Observability Cloud to schedule and send a dashboard report via email on weekly basis?

No, but you can build Dashboard Studio dashboards in Splunk Cloud/Enterprise and use data from Observability Cloud to build those dashboards. Dashboard Studio allows for a scheduled export as you described.
