Is it possible to Backup / Restore Splunk / ES critical .conf files for DR using the GUI / Web interface?

No, it isn't.  The GUI lets you see and set individual settings, but not entire config files.  Depending on which "critical" .conf file it is, the GUI may not even function until it is restored so a back-end recovery process is necessary.
