Deployment error

I am getting the below error while applying the shcluster changes to sh custers

hi @ethanthomas,
pass4Symmkey should be encrypted on deployer and search heads, if not you need to restart Splunk on these servers to encrypt it.

And make sure that you running with deployer UI user and password.

/opt/splunk/binsplunk apply shcluster-bundle --answer-yes -target https://ofSearchHead:8089 -auth <username>:<password>

I have replaced the key with a common plain text ( both SHs and deployer ) and restarted all servers and could see that the key is encrypted. Also the admin password and user id is give . Howvever , still the same error. Is there a proper remediation steps we can do to resolve this issue ? still not sure what is the issue on this.
