The app's page on splunkbase says it is compatible with Splunk Cloud. It is not available for installation on my SC instance, however. You should submit a ticket requesting installation on your instance. Splunk Cloud support will review the app and let you know if it is supported.
Splunk Cloud support would also be the ones to enable the management port.
