SNMP add new custom MIB

Hi,
I'm trying to add a new Custom MIB by following this instruction,
https://www.splunk.com/blog/2013/06/27/making-snmp-simpler.html
unfortunately, I can't run the
build-pysnmp-mib -o SOME-CUSTOM-MIB.py SOME-CUSTOM-MIB.mib or
*smidump -f python | libsmi2pysnmp > *

and I try this suggestion :

1) Does the result of both processes are the same or not?
2) What does this mean "Then “egg” up your python MIB modules"?
----- Should change the extension to ".egg" before placing it to the location

i.e. SAMPLE_MIB.txt > SAMPLE_MIB.py > SAMPLE_MIB.egg

3) after I place the file in the SPLUNK_HOME/etc/apps/snmp_ta/bin/mibs, do I need to restart for the new configuration to take effect?
