I wish to know that GUI displayed in MINT express is developed using Splunk Enterprise?

No it's not, it's all made on the technology developed by BugSense, however a new Splunk MINT app is coming that runs on top of Splunk Enterprise!

The latest MINT release is MINT Free. The Splunk MINT App is free and no longer requires a MINT license. However, a token for the Splunk MINT Data Collector is now required. Please learn more about MINT here: http://docs.splunk.com/Documentation/Mint/1.0/ProductOverview/AboutSplunkMINT

Being just a Splunk customer, I don't know for certain, (hence the comment) but I believe the majority of Splunk Mint Express came from a company called Bugsense that Splunk acquired in 2013. There may be details to be gleaned from their tumblr blog: http://blog.bugsense.com/ or various news articles of the same
