Setting up a health rule based on Database Dashboard

AppDynamics actively monitors the Time Spent in Database and Executions and Average Number of Active Connections on the database dashboard. Is there a way I can configure a health rule that triggers when the value of these metrics is less than a certain value or becomes null?
