The AppDynamics On-Premise 4.5.X Controller can only be installed using the Enterprise Console (EC), as that is the supported installer for the platform.
We did have a separate Controller installer in the past (v4.1 - v4.3), however the latest version, 4.5, can only be installed using the EC as the Controller binaries come bundled with it.
The Enterprise Console is used for installing, updating, configuring, and managing the AppDynamics Controller as well as the Events Service.
