how to set notification to appdynamics  owner if any new application added to controler.

You can do so by creating a new policy for any exisitng application and in the policy configuration window, on the right hand side, expand discovery and then new application discovered.

You can also do so by accessing the controller admin ui and setting up this policy for the controller admin application.
