eStreamer Mystery Cannot Find the Set-Up link

Hello,

I am trying to install eStreamer eNcore for Splunk.  Version 4.0.9  During the set up process I cannot see the set up link in the apps area.  See picture.  It is referred to by videos and documents.

What I see:
