Splunk Login page

Hi all,
I want to remove First time sign in? from spunk login page.(or skip login page)
Note:- am tried touch ${SPLUNK_HOME}/etc/.ui_login
login content in web.conf file.
and i changed code in login.html page also but it is not applied .
