I am not sure what you mean by universal mode but you just need to package the app Package your app or add-on and install it on other splunk instance depending on their splunk role Files and directories for apps and add-ons .

you need to change the permissions of dashboard and report in manager as by default it will be private and not in splunk/etc/apps/
As well make sure they were created under your app if not move them to your app.

When I package my app and move to other splunk server, the custom dashboard and report was not found.
