Customized permissions for creating users only?

Hello,

I want to delegate the user creation to the service desk team. but I dont want to give them full admin permissions, so is there a way to create customized permissions/roles considering the following
1- Not accessing anything but the access control page.
2- Will not be able to create admin users, only other permissions

Nope, not possible. Many things in Splunk such as the ability to create users comes back to the admin_all_objects capability, which is tantamount to making the user an admin. Unfortunately, it is not possible to decouple things like user creation from general administration.
