Your question is just a little vague!

The Splunk license is counted based on the volume of logs indexed daily, so to know how much Splunk costs you should do an analysis of your daily volumes to index.

You then talked about security: most Splunk Apps are free and you can find them in the Splunkbase; there are however some exceptions, among which in particular the Enterprise Security, the Splunk SIEM, whose cost is still counted based on the volume of daily logs.

The advice I can give you is to carry out an analysis of your volumes and then call Splunk or a reference partner directly.

Best people to answer your question is Splunk sales. Splunk Security is so generic given there are various offerings main SIEM is SPLUNK ES..premium app which requires license, and  Splunk Enterprise is core product on top Splunk ES works.
