Splunk not coming up

This site can’t be reached

localhost refused to connect.

Try:

• Checking the connection
• Checking the proxy and the firewall

ERR_CONNECTION_REFUSED

That doesn't mean Splunk isn't up. It just means you can't connect to it. Check that Splunk is up using the CLI command splunk status.  If it's not up, start it.  If it is up, then check your firewall(s).
