Unable to download splunk

Hi,
I am unable to download splunk 6.4.10 for windows 7 (32 bit).
Used the URL - https://www.splunk.com/en_us/download/sem-os.html
selected the splunk-6.4.10-1c39464735cc-x86-release.msi
getting error as - HTTP ERROR 400
