To install apps on a SplunkCloud instance, the app needs to be certified. Since Splunk App Builder allows you to build and develops new apps , it is not allowed to run on SplunkCloud.
You need to setup a on-prem instance to create, test, and certify your app before you can install it on SplunkCloud.
