Why is the TCPAppender vis splunk-library-javalogging doesn't seem to work with logback?

I intend to use the splunk logging library
I tried this by adding a logback configuration as mentioned in the above github readme file, I added the 9997 port as receiving port in splunk but it did not work, could you please guide if I have missed anything?
