Time input is not displaying exact time selected

I have a time input for my dashboard, where if I go to Date & Time Range and select Between say 11/12/2019 08:00.00.000 and 11/12/2019 10:00.00.000. What happens is all the data for 07:00.00.000 and 09:00.00.000 is being selected so its off by 1 hr. Anyone know a fix to this? For some extra info, I'm using tokens for earliest and latest. Please let me know if clarification is needed.
