On Windows, how to create an app package for upload to Splunkbase?

How do I package an app for upload to Splunkbase, especially on Windows where there is no built-in support for creating .tar.gz format files which Splunkbase requires for its uploads?

The documentation on App Packaging previously did not describe how to package apps on Windows. So I heavily revised this section in the documentation. See Package Your App's new Windows Info in the Splunk docs.

Feel free to make other suggestions which are easier than what's in the docs, and I can incorporate.

Run

splunk package app my_app_name

from the command line.
