Joining two csv files

Hi, I have two CSV files that I want to be joined ex. file1 and file2 there are values in file2 which do not have a match in file1 but in the final result I want these values to be included.

Sample spl :
| savedsearch file1
| join type=outer ID [| savedsearch file2]
