How to restart splunk web without starting splunk?

How to start splunk web I have tried splunk restart but still web is not up?

if splunkd is running, you can try the following command from cli:

 /opt/splunk/bin/splunk restart splunkweb
 Your session is invalid.  Please login.
 Splunk username: admin
 Password: 
 Splunk's web interface has been restarted.

Hey @abhi04,

On what port is your splunk web running ? By default it is port 8000. Can you check if the port is open.
Also check splunk status:
/$SPLUNK_HOME$/bin/splunk status if splunkd is running or no.

Can you check internal logs in splunkd.log for any error?

In netstat -an splunk process is running on 800 and 8089 right?
