How to get syslog messages from the application hosted in IIS and send data (logs) to splunk cloud?

We have web application hosted in IIS on windows server 2016 and I have followed below link to setup forwarder on this machine.

but not able to get the logs in splunk cloud

So how can i get the syslogs generated from application to be send to splunk cloud?

In this case source is application and destination is splunk cloud (where we want syslog to be received from application events)

Any help would be greatly appreciated?
