How can you get Splunk Universal Forwards on every host in a Windows Domain in an isolated environment (no internet access)?

Use whatever tool you have for managing the Windows hosts to install the UF.  Even without Internet access you probably have something.  I'm not a Windows person, but I understand even GPO can be used to install software.
