How can I overcome TCP cooked connection timeout?

Getting Tcpoutputproc cooked connection to ip is timed out, Can any one help me here how can I overcome this

Verify the receiving instance is up, that its queues are not full, and that no network device is blocking connections.

I have checked Receiving instance is up and it's queues are not full.

The issue is with policy syncing in firewall connectivity
