Actually, Microsoft Powershell falls outside of Splunk's core domain area and therefore is not supposed to be covered in detail in the Splunk documentation.

Powershell is owned by Microsoft and completely separate from Splunk. Splunk can interact with powershell scripts, but is not Powershell, nor does Splunk teach Powershell.

If you want to learn powershell, you should talk with Microsoft.
