Does Splunk REST API support installing a license that resides on a remote server?

We are using REST API to manage our Splunk app and install Splunk licenses. When a license resides locally there is no problem. However installing a license located on a remote server fails with the following error: “The remote server returned an error: (400) Bad Request”. The splunkd.log shows:
ERROR LMAdminHandlerLicenses - arg=payload missing, callerArgs id=\njstorage\Development\Departmental\TMP\Splunk_Reset.License
