Maybe a problem with the user account that splunk is running as? Maybe it doesn't have permission to play the sound?

It doesn't sound like the problem is related to Splunk since your exe fires. You might have better luck posting on StackOverflow.com

With Splunk... the answer is always "YES!". It just might require more regex than you're prepared for!
