Getting Data In

After upgrade to Splunk 6.4, why does splunkd not start on Windows with "ERROR SQLitePersistentStorageImpl...unable to open database file"?

After I upgraded Splunk to version 6.4 on Windows, splunkd service doesn't start and I see the following error in log file:

ERROR SQLitePersistentStorageImpl - Error opening database unable to open database file

I followed other posts and opened the SQLite files ([SPLUNK_HOME]\var\lib\splunk\persistentstorage ) with SQLite Browser to check if files are corrupted and they are all fine.

Has anybody faced same issue after upgrade?

Followed https://answers.splunk.com/answers/387455/having-hundreds-of-sqlitepersistentstorageimp-erro-1.html and renamed
Splunk\var\lib\splunk\persistentstorage\seqno_db
and
Splunk\var\lib\splunk\persistentstorage\fschangemanager_state
and splunkd started and recreated those files.
